I suggest doing a little tweaking to the plot/subplot. A story is no good without conflict. New Orleans is second only to Chicago in graft, corruption, and body bags. With supernatural creatures on the scene all three (with the latter at least) being tripled. Supernaturals I'm guessing have human traits. Humans have very negative sides that stray into crime going from serious to disturbing. Genocide, human trafficking, serial killing/rape, narcotics trafficking, prostitution (not the kosher one you always see on screen), etc. How would the supernatural be the only ones who are inherently good? Greed I think would be a big motivator.
As far as a subplot with the hurricane. Hurricane Katrina would be something to base it off. Cut off from the current infrastructure or help for a substantial period of time. Being plunged into a dog eat dog world with the authorities left unable to maintain order or profiteering given the situation....
